Independent 7, Progressive Liberal Group 2, Reform UK 1. Sparsely populated east Lancashire district including many Pennine villages. The main town is Clitheroe. Historically a textiles area, now more dominated by agriculture and tourism.

St Mary’s has a byelection on 1 May (held by Labour). Stephen Atkinson (Brockhall and Dinckley) moved from Conservative to Reform UK in March 2025. Derek Brocklehurst (Alston and Hothersall) moved from Labour to Independent in December 2024. Lee Street (Wiswell and Barrow) moved from Independent to Conservative in November 2024.
