Burnley and Padiham Independent Party 3, Green Party 1, Independent 1. East Lancashire mill town in the Pennines; site of the first BNP breakthrough in local elections in 2002, but they have now departed and it is now a Labour/Liberal Democrat battle.

The Liberal Democrats regained Rosehill with Burnley Wood from the Burnley and Padiham Independent Party at a byelection on 14 April.
