A unitary county council. One of the home counties, and the only county council to stay Conservative in 1993. Its county hall building in Aylesbury is widely regarded as the biggest eyesore in the county.

Diana Blamires (Wing) moved from Conservative to ungrouped Independent in November 2024. Matt Knight (Ryemead and Micklefield) moved from Wycombe Independent to Independent in July 2024.
