Independent 10. West Hertfordshire district, with Hemel Hempstead as the largest town; also including Tring and Berkhamsted. Has seen a large amount of housing development in recent decades.

Bennetts End and Hemel Hempstead Town have byelections on 21 November (held by an Independent and a Liberal Democrat respectively). Eight women Liberal Democrat councillors moved to Independent in September 2024. Ron Tindall (Adeyfield West) has been suspended from the Liberal Democrats since July 2024.
