Independents 15, Mebyon Kernow 5 (form a joint group with the Green Party), Conservative aligned Independent 1, non-aligned 1, Stand Alone Conservative 1. The south-western county, which is now a unitary authority; a Conservative-led administration fell apart over an over-ambitious contracting out scheme in 2012.

The Liberal Democrats held Looe West, Pelynt, Lansallos and Lanteglos ward at a byelection on 4 April. Steve Arthur (Perranporth) moved from Conservative to Stand Alone Conservative in December 2023.
