Independent Group 19, non-affiliated 16. Sometimes known as 'the little bit of England beyond Wales' due to low Welsh-speaking. Farming inland, port towns, and the large Milford Haven oil and gas refinery is a major employer.

The Conservatives gained The Havens from an Independent at a byelection on 10 October. Aaron Carey (Pembroke Monkton and St Mary South) moved from Conservative to unaffiliated in July 2024. Andrew Edwards (Haverfordwest Prendergast) and John Cole (Merlins Bridge) moved from non-aligned to Independent group in June-July 2024.
