The west bank of the Dee Estuary, including industrial areas (Shotton, Connah's Quay) based on steelworks; inland market towns of Mold and Holywell, with some tourist areas in the north.

The True Independents group was formed by a breakaway from the Independent group in September/October 2024. Glyn Banks (Llanasa and Trelawnyd) and Pam Banks (Mostyn) moved from Independent to Labour in August 2024. Roz Mansell (Connah’s Quay Wepre) moved from Independent to Eagle in August 2024. Mared Eastwood (Argoed and New Brighton) moved from Liberal Democrat to Eagle in July 2024.
