The latest information about local electoral matters is as follows:
East of England
- Central Bedfordshire council: Byelection on 12 September in Dunstable Northfields ward after the death of Conservative councillor Denise Green. Term ends 2015.
- East Cambridgeshire district council: Byelection on 5 September in Ely East division after the resignation of Conservative councillor Will Burton. Term ends 2015.
- Fenland district council: David Patrick, who was elected for the Liberal Democrats in Kirkgate ward, has left the Liberal Democrat Alliance group to set up the Fenland Independent Alliance. The council now comprises 33 Conservatives, 2 ‘Truly Independent’, 2 ‘Liberal Democrat Alliance’ (one from the Liberal Democrats, one Independent), 1 Independent, 1 unaligned, and 1 Fenland Independent Alliance.
- Hertfordshire county council: Byelection on 12 September in Hitchin North division after the death of Labour councillor David Billing. Term ends 2017.
- Norfolk county council: Terry Jermy was elected county councillor for Thetford West division on 1 August. He gains for the Labour Party a seat previously held by the UK Independence Party (who won it by one vote in May).
- North Hertfordshire district council: Byelection on 12 September in Hitchin Oughton ward after the death of former Labour group leader David Billing. Term ends May 2014.
- St Edmundsbury borough council: Byelection on 5 September in Bardwell ward after the death of Conservative councillor John Hale. Term ends 2015.
- Stevenage borough council: Marilyn Yarnold-Forrester, who was elected for the Conservatives in Old Town ward, has joined the UK Independence Party.
- Tendring district council: Vacancy in St James’s ward after the death of Conservative councillor Gill Downing. Term ends 2015.
- Uttlesford district council: Marie Felton was elected councillor for Felsted ward on 25 July, holding the seat for the Conservatives. This result was inadvertently omitted from last week’s update.
- Waveney district council: Byelection on 8 August in Oulton ward after the death of Labour councillor Mike Ives-Keeler. Term ends 2015. His death has given the Conservative administration an overall majority.
- Amber Valley district council: Isobel Harry was elected councillor for Codnor and Waingroves ward on 1 August, holding the seat for the Labour Party.
- Boston borough council: Byelection on 5 September in Fenside ward, after the disqualification of English Democrats councillor Elliott Fountain who has not attended any meetings in six months. There are no meetings before 25 July which he can attend. Term ends 2015.
- Charnwood borough council: Byelection on 5 September in Loughborough Ashby ward after the resignation of Labour councillor Chris Carter. There is also a vacancy in Wreake Villages ward after the resignation of Conservative councillor and cabinet member Matthew Blain. Both terms end in 2015.
- Daventry district council: Byelection on 5 September in Ravensthorpe ward after the death of Conservative councillor Ken Melling. Term ends 2016.
- East Lindsey district council: Byelection on 12 September in Frithville ward after the resignation of East Lindsey Independent Group councillor Steve Doughty. Term ends 2015.
- Lincoln city council: Byelection on 22 August in Bracebridge ward after the disqualification of councillor Darren Grice who failed to attend any meetings for six months. Grice was originally elected as a Conservative but was sitting as an Independent at the time of his disqualification. Term ends 2015.
- North East Lincolnshire council: Annie Darby, who was elected for the Liberal Democrats in Yarborough ward, has joined the Labour Party.
- Northamptonshire county council: Byelection on 5 September in Middleton Cheney division after the death of Conservative councillor Ken Melling. Term ends 2017.
- Brent borough council: Impending vacancy in Dudden Hill ward where Liberal Democrat councillor Rev David Clues has said he is intending to resign. He has been living and working in Brighton since December 2011.
- Merton borough council: Byelection on 8 August in Colliers Wood ward after the death of Labour councillor Gam Gurung. Term ends 2014.
- Hartlepool council: Byelection on 15 August in Manor House ward after the resignation of Labour councillor Angie Wilcox. Term ends 2015.
- Redcar and Cleveland council: Byelection on 8 August in Skelton ward after the resignation of Labour councillor Dave McLuckie, who was convicted of perverting the course of justice. Term ends 2015. Meanwhile two councillors elected for the Labour Party have left to sit as Independents. They are John Hannon (Newcomen ward) and Dave Williams (Westworth ward). Their move means that Labour has lost majority control of the council.
- Carlisle city council: Byelection on 5 September in Yewdale ward after the death of the Leader of the Council, Professor Joe Hendry, who was a Labour councillor. Term ends 2015.
- Cumbria county council: Two election petitions have been lodged against councillors elected in May. They are Maryport South division (won by Keith Little, Labour) and Moss Bay and Moorclose division (won by Gerald Humes, Labour).
- Ribble Valley borough council: James K. Shervey was elected councillor for Littlemoor ward on 1 August. He gains for the Liberal Democrats a seat previously held by the Conservatives.
- St Helens borough council: Vacancy in Billinge and Seneley Green ward after the resignation of Labour councillor Alison Bacon. Term ends 2016.
- South Lakeland district council: Byelection on 29 August in Windermere Bowness North ward after the resignation of Liberal Democrat councillor and former council leader Hilary Stephenson. Term ends 2015.
- Canterbury city council: Vacancy in Seasalter ward after the death of veteran Conservative councillor Mike Sharp. Term ends 2015.
- Crawley borough council: Karl Williamson, who was elected for the Conservatives in Southgate ward, has joined the UK Independence Party. His move has been prompted by a motion of no confidence within the Crawley Conservative Association.
- East Hampshire district council: Vacancy in Four Marks and Medstead ward after the resignation of Conservative councillor Pat Seward. Term ends 2015.
- Oxford city council: Vacancy in North ward after the resignation of Liberal Democrat councillor and former Lord Mayor Alan Armitage. Term ends 2014.
- West Berkshire council: Byelection on 15 August in Hungerford ward after the death of Conservative councillor David Holtby, who was vice-chairman of the council. Term ends 2015.
- West Sussex county council: Vacancy in Storrington division after the death of Conservative councillor Frank Wilkinson. Term ends 2017.
- Woking borough council: Vacancy in Maybury and Sheerwater ward after the avoidance of the election of Liberal Democrat councillor Mohammed Bashir as a result of an election petition. Term ends 2016.
- Wycombe district council: Byelection on 5 September in Hambleden Valley ward after the death of the Chairman of the council, Conservative councillor Roger Emmett. Term ends 2015.
- Cornwall council: Byelection on 5 September in Wadebridge East division after the resignation of Independent councillor Colin Brewer, prompted by a report from the Monitoring Officer into his comments about disabled children. Term ends 2017.
- Forest of Dean district council: There are two vacancies, both caused by the deaths of councillors. Coleford East ward was vacated by the death of Labour councillor Frank Baynham. Redmarley ward was vacated by Conservative councillor Peter Ede. Both terms end in 2015.
- Stroud district council: The dispute between some Labour councillors and their group leadership previously reported appears to have been healed, and the councillors concerned have committed to stay within the party.
- Swindon council: Byelection on 8 August in Haydon Wick ward after the death of Conservative councillor and former Mayor Rex Barnett. Term ends 2016. The Conservatives would lose their overall majority if they did not hold the seat.
- Torridge district council: Byelection on 15 August in Shebbear and Langtree ward after the resignation of Conservative councillor John Lewis. There is another byelection on 5 September in Torrington ward after the resignation of Liberal Democrat councillor Geoff Lee who is moving away from the district. Both terms end in 2015.
- Cannock Chase district council: Linda Whitehouse, who was elected for the Conservatives in Rawnsley ward, has joined the UK Independence Party.
- Dudley borough council: Vacancy in Coseley East ward after the death of Labour councillor and former Mayor George Davies. Term ends 2016.
- Walsall borough council: Byelection on 15 August in Aldridge Central and South ward after the death of Conservative councillor and former Mayor Tom Ansell. Term ends 2016.
- Worcestershire county council: Nathan Desmond was elected county councillor for St Mary’s division on 1 August. He gains for the Conservatives a seat previously held by the UK Independence Party councillor.
- Barnsley borough council: Vacancy in Wombwell ward after the death of Labour councillor Denise Wilde. Term ends 2014.
- Doncaster borough council: Byelection on 22 August in Askern Spa ward after the disqualification of Labour councillor Ros Jones, now Mayor of Doncaster. Term ends 2014.
- North Yorkshire county council: Vacancy in Selby South division after the death of Conservative county councillor Margaret Hulme. Term ends 2017.
- Scarborough borough council: There are two byelections on 22 August, both caused by the resignations of councillors. Nick Brown (Conservative) has resigned from Ramshill ward and Mick Cooper (Independent) has resigned from Newby ward. Both terms end in 2015.
- Caerphilly county borough council: Steve Skivens was elected councillor for Penyrheol division on 1 August, holding the seat for Plaid Cymru.
- Flintshire county council: Vacancy in Mostyn division after the disqualification of Independent councillor Patrick Heesom by the Adjudication Panel for Wales. Heesom has stated his intention to appeal to the High Court, which would have the effect of reinstating his membership while the appeal is decided.
- Neath Port Talbot county borough council: Vacancy in Sandfields East division after the death of Labour councillor Collin Crowley. Term ends 2017.
- Fife council: Vacancy in Dunfermline South ward after the death of Labour councillor Mike Rumney. Term ends 2017.
- Glasgow city council: Vacancy in Govan ward after the death of Scottish National Party councillor and former group leader Alison Hunter. Term ends 2017.
- Scottish Borders council: Byelection on 10 October in Tweeddale West ward, after the resignation of Conservative councillor Nathaniel Buckingham. Term ends 2017.
