- Blaby district council: Vacancy in Ravenhurst and Fosse ward after the death of Labour councillor Phil Fox. Term ends 2015.
- Charnwood borough council: Vacancy in Sileby ward after the death of Conservative councillor Roy Brown. Term ends 2015.
- Chesterfield borough council: Vacancy in St Helen’s ward after the death of Labour councillor Trevor Reynolds. Term ends 2015.
- Corby borough council: Vacancy in East ward after the death of Labour councillor and former council leader Pat Fawcett. Term ends 2015.
- East Northamptonshire district council: Vacancy in Barnwell ward after the death of the deputy leader of the council and Conservative councillor, Philip Hardcastle. Term ends 2015.
- North Lincolnshire council: Byelection on 31 May in Town ward after the death of Labour councillor and former Mayor Darrell Barkworth. Term ends 2015.
- South Northamptonshire district council: Vacancy in Grange Park ward after the death of Conservative councillor Paul Farrow. Term ends 2015.
East of England
- Cambridge city council: The Liberal Democrats intend to use the casting vote of the outgoing Mayor to elect a Liberal Democrat councillor as his successor, and then to use the casting vote of the incoming Mayor to retain control of the council.
- Chelmsford borough council: Vacancy in Patching Hall ward after the death of Liberal Democrat councillor Tom Smith-Hughes. Term ends 2015.
- Dacorum borough council: Vacancy in Woodhall Farm ward after the resignation of Conservative councillor Steve Holmes. Term ends 2015.
- East Cambridgeshire district council: Ian Allen, who was elected for the Liberal Democrats in Haddenham ward and was leader of the Liberal Democrat group, has left the party to sit as an Independent councillor. He is opposed to policies of the Coalition government.
- Essex county council: Vacancy in Chelmsford North division after the death of the leader of the opposition, Liberal Democrat councillor Tom Smith-Hughes. Term ends 2013.
- Hertfordshire county council: Vacancy in Hemel Hempstead Town division after the resignation of Conservative councillor Steve Holmes. Term ends 2013.
- Huntingdonshire district council: Byelection on 21 June in Earith ward after the death of Conservative councillor Philip Godfrey. Term ends 2015.
- Maldon borough council: Vacancy in Tollesbury ward after the death of Conservative councillor Russell Porter. Term ends 2015.
- Southend-on-Sea borough council: The Conservatives will continue to run the council as a minority administration.
- Barnet borough council: Byelection on 31 May in Brunswick Park ward after the death of Conservative councillor and former council leader Lynne Hillan. Term ends 2014.
- Hammersmith and Fulham borough council: Impending vacancy in Town ward due to the resignation of outgoing Conservative council leader Stephen Greenhalgh, who is to be appointed Deputy Mayor for Policing by the Mayor of London.
- Royal Borough of Kensington and Chelsea: Vacancy in Brompton ward after the death of Conservative councillor and cabinet member for family and children’s services, Baroness Ritchie of Brompton. Term ends 2014.
- Durham county council: Vacancy in Peterlee West division after the death of Liberal Democrat councillor Barbara Sloan. Term ends in 2013.
- Carlisle city council: Vacancy in Harraby ward after the death of Labour councillor Dave Weedall who was the longest serving councillor in the City. Term ends 2014.
- Chorley borough council: Ken Ball, who was elected for the Liberal Democrats in Coppull ward and was the last remaining Liberal Democrat councillor, has left the party to sit as a Coppull Independent.
- Cumbria county council: Byelection on 24 May in Aspatria and Wharrels division after the resignation of Conservative councillor Mike Johnson who has become an employee of the council and would have been disqualified. Term ends 2013.
- Liverpool city council: There are two vacancies. Allerton and Hunts Cross ward has a vacant seat after the resignation of Liberal Democrat councillor Vera Best, who has since died. Riverside ward has a seat vacant due to the disqualification of Joe Anderson, the Labour Party group leader, who was elected Mayor. Both terms end in 2014.
- Oldham borough council: Byelection on 14 June in Failsworth East ward after the death of Labour councillor Barbara Dawson. Term ends 2014.
- Pendle borough council: The Liberal Democrat group, which holds the balance of power on the council, has said it will not shirk a decision on which of the two larger parties to put into the administration.
- Ashford borough council: Vacancy in Tenterden South ward after the death of Conservative councillor Peter Goddard. Term ends 2015.
- Eastbourne borough council: Byelection in Meads ward on 31 May after the resignation of Conservative councillor Nigel Goodyear, who is to stand (as an Independent candidate) for Police and Crime Commissioner. Term ends 2015.
- Elmbridge borough council: The May election in Esher ward has been postponed to 21 June after the death of Bruce King, who had been nominated as a Labour candidate. The seat is held by the Conservatives.
- Kent county council: Byelection on 14 June in Tunbridge Wells East division after the death of Conservative councillor Kevin Lynes. Term ends 2013.
- Mole Valley district council: The Liberal Democrats confidently expect to take control of the council following the loss of Conservative seats.
- South Bucks district council: Byelection on 14 June in Iver Heath ward after the resignation of Conservative councillor Julian Wilson. Term ends 2015.
- South Oxfordshire district council: Lynn Lloyd was elected councillor for Chinnor ward on 10 May, holding the seat for the Conservative Party.
- Thanet district council: Vacancy in Westgate-on-Sea after the death of Conservative councillor Brian Goodwin. Term ends 2015. Meanwhile Sandy Ezekiel (Cliftonville East ward, Thanet district council) has stood down from the Conservative group until the end of a court case in which he has been charged with fraud and misconduct in public office. He is a former council leader (2003-2010) and denies the allegations.
- Tonbridge and Malling borough council: Vacancy in West Malling and Leybourne ward after the death of Council Leader Mark Worrall, who was a Conservative. Term ends 2015.
- Wealden district council: Byelection on 14 June in Frant and Withyham ward after the death of Conservative councillor John Padfield. Term ends 2015.
- Wokingham council: Sue Smith, who was elected as a Liberal Democrat in Loddon ward, has left the party to sit as an Independent councillor.
- Bath and North East Somerset council: Two councillors who were elected as Conservatives have left to join the Independent group. They are Dave Laming (Lambridge ward) and Malcolm Lees (Weston ward).
- Bournemouth borough council: Byelection on 31 May in Redhill and Northbourne ward after the resignation of former council leader Peter Charon, a Conservative councillor. Term ends 2015. Meanwhile Sue Anderson, who was elected as a Conservative councillor in Moordown ward, has been suspended from the group over comments made on Twitter supporting the English Defence League.
- Cotswold district council: Byelection on 31 May in Fosseridge ward after the resignation of Conservative councillor Michele Jeffrey for work reasons. Term ends 2015.
- Stroud district council: John Hudson, the current Chairman of the council who was elected as a Conservative in Cam East ward, has left the party to sit as an Independent councillor. It is looking increasingly likely that the Conservative leadership of the council will be voted out although the shape of the new administration has not been finalised.
- West Devon district council: Byelection on 21 June in Tavistock North ward after the resignation of Conservative councillor Mike Harper. Term ends 2015.
- Dudley borough council: Vacancy in Norton ward after the death of Conservative councillor Angus Adams. Term ends 2014.
- Newcastle-under-Lyme borough council: Terry Turner was elected councillor for Kidsgrove ward on 10 May. He returns the seat to the Labour Party, succeeding a councillor who left the party when he was charged with assault.
- Stoke-on-Trent city council: Vacancy in Springfields and Trent Vale after the resignation of Labour councillor Sarah Hill, whose leadership challenge was defeated. Term ends 2015.
- Walsall borough council: Labour will seek to run the council as a minority administration; whether this is allowed will depend on the outcome of the annual meeting of the council on 23 May.
- Worcester city council: The Conservatives and Liberal Democrats have signed an agreement to work together to provide a stable administration; however it is not a coalition agreement so it is likely that there will be an all-Conservative cabinet.
- Wyre Forest district council: Labour has invited other opposition parties to explore common ground, but it seems most likely that the Conservatives will form a minority administration.

- Carmarthenshire county council: Discussions between the parties over council control have begun.
- Ceredigion county council: A coalition administration, headed by Plaid Cymru and also including the Independents and the single Labour councillor, has been voted into power.
- Flintshire county council: Labour has agreed a deal with seven Independent councillors to take control of the council; it is unclear whether it will be a full coalition.
- Gwynedd county council: Byelection in Bryncrug/Llanfihangel division on 14 June after no candidates were nominated for the May elections. If the seat is won by Plaid Cymru, they will win an overall majority on the council.
- Monmouthshire county council: Coalition talks to decide on council control have been going on this week. It is likely that Labour will form the opposition.
- Vale of Glamorgan council: Labour is still seeking to form an administration.
- Wrexham county borough council: Talks over council control are speculated to be heading towards a Labour/Independent coalition, but no deal has been concluded.
- Aberdeen city council: The Labour group has agreed a deal with the Conservative and Independent councillors to run the council.
- Aberdeenshire council: A coalition of Conservatives, Liberal Democrats and Independents has been formed to run the council.
- Argyll and Bute council: The postponed election in Dunoon ward resulted in two Independent candidates and one Scottish National Party candidate being elected as councillors. The SNP has agreed to form a coalition with the Independent councillors and members of Argyll First.
- Clackmannanshire council: Control of the council will turn on the decision of Independent councillor Archie Drummond, who is a former member of both Labour and the SNP.
- East Ayrshire council: The Scottish National Party is talking to the Conservatives in the hope of agreeing a further deal to run the council.
- East Dunbartonshire council: The Labour, Conservative and Liberal Democrat groups have agreed a coalition to take power.
- East Lothian council: Labour has agreed a deal with the Conservative group and an Independent councillor to form an administration.
- Edinburgh city council: Labour and the Scottish National Party have agreed a coalition deal to run the council.
- Fife council: Negotiations over the council leadership are making progress, with the Independent councillors apparently willing to support a Labour administration, while the Scottish National Party and Liberal Democrats are willing to reform their coalition which has run the council for the past five years.
- Highland council: Biz Campbell, who was re-elected last week as a Liberal Democrat in Wester Ross, Strathpeffer and Lochalsh ward, has left the party to join the Independent group. However the Scottish National Party, Liberal Democrats and Labour have agreed a coalition deal to run the council with the Independent group in opposition.
- Inverclyde council: The sole Conservative and Independent councillors have agreed that Labour will continue to form a minority administration on the council for the next term.
- Midlothian council: The Scottish National Party has secured the support of the Independent and Scottish Green Party councillors to form an administration. The Independent councillor Peter de Vink will be part of the administration.
- Moray council: The Independent group has formed a coalition with the Conservatives to run the council.
- North Ayrshire council: The Scottish National Party has agreed to form an administration with the Independent councillors.
- Perth and Kinross council: It is likely that there will be a minority Scottish National Party administration, as coalition talks have broken down.
- Scottish Borders council: The shape of the new council administration appears to have been settled, with nine Independents forming a coalition with Scottish National Party and the Liberal Democrats.
- South Lanarkshire council: It is reported that the Labour Party has secured the backing of the three Conservative councillors and the sole Liberal Democrat, so are likely to form the next administration.
- Stirling council: Labour and the Conservatives have agreed to form a coalition to run the council; the Scottish National Party, who gained seats and are the largest party, are not pleased.
- West Lothian council: Labour has formed a minority administration.
