- Gedling borough council: Byelection on 15 September in Phoenix ward after the resignation of Labour councillor Ian Howarth, who is emigrating. Term ends 2015.
- Leicestershire county council: Vacancy in Syston Ridgeway division after the death of Conservative councillor Mike Preston. Term ends 2013.
- Lincolnshire county council: Vacancy in Sleaford West and Leasingham division after the death of the Deputy Leader of the council, Barry Singleton, who was a Conservative councillor. Term ends 2013.
- Mansfield district council: Vacancy in Park Hall ward after the death of Labour councillor Dorothy Beastall just a day after she was re-elected. Term ends 2015.
- Nottingham city council: Vacancy in Bridge ward after the death of Labour councillor Ian MacLennan. Term ends 2015.
East of England
- Essex county council: Byelection on 8 September in Stock division after the disqualification of Lord Hanningfield who was sentenced to nine months’ imprisonment for false accounting. Originally elected as a Conservative, he was sitting as an Independent. Term ends 2013.
- Fenland district council: Byelection on 22 September in Staithe ward after the death in a car accident of former Wisbech Mayor Roger Green, a Conservative councillor. Term ends 2015.
- Great Yarmouth borough council: Vacancy in Bradwell South and Hopton ward after the death of Conservative councillor Mike Butcher. Term ends 2014.
- Watford borough council: Byelection on 29 September in Nascot ward after the resignation of Liberal Democrat councillor Andrew Forrest, who is taking up a new job in Ireland; the term ends in 2015. There will then be a byelection on 6 October in Vicarage ward, after the resignation of Labour councillor Tanveer Taj, who is to study for a Masters’ degree from September; the term ends in May next year.
- Waveney borough council: Andrew Draper, who was elected as a Conservative in Worlingham ward, has left the Conservative group to sit as an Independent after his recent conviction. He will continue to support the Conservative administration which holds control by only one seat over Labour.
- Bromley borough council: Vacancy in Shortlands ward after the resignation of Conservative councillor and last year’s Mayor, George Taylor. Term ends 2014.
- Camden borough council: Byelection on 15 September in Highgate ward after the resignation of Labour councillor Michael Nicolaides. Term ends 2014.
- Royal Borough of Kensington and Chelsea: Byelection on 6 October in Norland ward after the resignation of Conservative councillor Andrew Lamont. Term ends 2014.
- Royal Borough of Kingston-upon-Thames: Byelection on 15 September in Surbiton Hill ward after the resignation of Liberal Democrat councillor Umesh Parekh. Term ends 2014.

- Allerdale borough council: The Liberal Democrat candidate, Martin Pugmire, was elected councillor for Keswick ward on 1 September; he succeeds David Robinson who sat at one time as a Liberal Democrat but more recently had no party affiliation.
- Cheshire West and Chester council: Vacancy in Ellesmere Port Town ward after the sudden death of veteran councillor and Labour group leader Derek Bateman. Term ends 2015. The byelection is expected to be held on 20 October.
- Lancashire county council: Vacancy in Wyreside division after the death of Conservative councillor Bob Mutch. Term ends 2013.
- South Lakeland district council: Vacancy in Ulverston North ward after the death of Conservative councillor and former council leader Colin Hodgson. Term ends May next year.
- Adur district council: Byelection on Tuesday 18 October in Cokeham ward after the death of Conservative councillor Norman Wright. Term ends May next year.
- Cherwell district council: Byelection on 29 September in Bicester North ward after the death of Conservative councillor Carole Steward. Term ends 2015.
- East Hampshire district council: Byelection on 15 September for two seats in Bramshott and Liphook ward, after the resignations of Conservative councillors Sam and Anna James. Both terms end 2015.
- Hampshire county council: Byelection on 15 September in Headley division after the resignation of Conservative councillor Sam James. Term ends 2013.
- Mole Valley district council: Vacancy in Bookham South ward after the death of chairman of the council Anne Howarth, who was a Liberal Democrat councillor. Term ends in May next year.
- Bristol city council: Byelection on 8 September in Southmead ward after the resignation due to ill health of Liberal Democrat councillor Dr Jacqueline Bowles. Term ends 2013.
- North Somerset council: Byelection on 8 September in Backwell ward after the death of Independent councillor Tom Collinson. Term ends 2015.
- Birmingham city council: Vacancy in Sparkbrook ward after the resignation of Respect councillor Salma Yaqoob due to ill health. Term ends 2014.
- Coventry city council: Byelection on 6 October in Lower Stoke ward after the death of Labour councillor and former Lord Mayor Jack Harrison. Term ends May next year.

- North Yorkshire county council: Impending vacancy in Thornton Dale and The Wolds division due to the resignation of Conservative councillor Ron Haigh, who is moving out of the county to help care for his wife. Term ends 2013.
- Gwynedd county council: There are two byelections on 29 September. That in Diffwys and Maenofferen division follows the resignation of Llais Gwynedd councillor Richard Lloyd Jones. That in Penrhyndeudraeth division follows the resignation of Dewi Lewis of Plaid Cymru. Both terms end in May next year.
- Argyll and Bute council: Vacancy in Oban North and Lorn ward after the death of Donald MacDonald, who was a member of the Scottish National Party. Term ends May next year.
- North Lanarkshire council: Vacancy in Coatbridge North and Glenboig ward after the death of Labour councillor Tony Clarke, brother of local MP Tom Clarke. Term ends May next year.
