Result
- Bristol: The byelection in Brislington East ward held on 16 January was won by Tim Rippington. Labour hold.
Changes of allegiance
- Bradford: Julie Humphreys, who was elected for the Liberal Democrats in Idle and Thackley ward, has joined the Labour Party.
- Dudley: Colin Elcock, who was elected for the Conservatives in Norton ward, has been suspended from the party over comments on Twitter.
- Fareham: Shaun Cunningham, who was elected for the Liberal Democrats in Portchester East ward, has left the party to sit as an Independent councillor.
- Scottish Borders: Davie Paterson, who was elected as an Independent candidate in Hawick and Hermitage ward, intends to rejoin the Scottish National Party which he left in 2001.
- Wirral: David Burgess-Joyce, who was elected for the Conservatives in Greasby, Frankby and Irby ward but suspended from the party in July 2019, has now returned as the suspension has been lifted.
New vacancies
- Barrow-in-Furness: Roosecote ward, after the death of Conservative councillor and former Mayor Rory McClure. Term ends 2023.
- Cambridgeshire: Duxford division, after the resignation of Conservative councillor Peter Topping who is moving out of the county. Term ends 2021.
- Knowsley: Halewood South ward, after the death of Independent councillor Allan Harvey. Term ends 2022.
- South Cambridgeshire: Whittlesford ward, after the resignation of Conservative councillor Peter Topping who is moving out of the county. Term ends 2022.
- Sunderland: Houghton ward, after the resignation of Labour councillor Alex Scullion. His term would have ended in May so there will be no byelection.
- Surrey Heath: Bagshot and North Windlesham ward, after the death of Liberal Democrat councillor Sam Kay. Term ends 2023.
- Test Valley: Chilworth, Nursling and Rownhams ward, after the death of Conservative councillor Nigel Anderdon. Term ends 2023.
- Trafford: Village ward, after the death of Independent Liberal Democrat councillor Ray Bowker, who was elected as a Liberal Democrat. As his term was due to end in May, no byelection will be held.
- Wirral: Moreton West and Saughall Massie ward, after the death of Conservative councillor Chris Blakeley. His term was due to end in May so he will not be replaced in a byelection.
Date for byelection
- Highland: The byelection due in Eilean a’ Cheò ward will be held on 12 March.
