South Kesteven: Although re-elected as an Independent against a Labour Party candidate, Phil Dilks (Deeping St James ward) has joined the Labour group.
Vale of Glamorgan: After the council leader Ian Thomas was replaced as leader of the Conservative group by Vincent Bailey, Thomas and the other seven cabinet members have left the Conservative Party and set up a new Independent group on the council under the leadership of Ben Gray (Plymouth division). Ian Thomas has said he will resign as leader allowing a new administration to be formed; there are rumours the new group will support a Labour council leader, possibly in coalition with the Llantwit First Independent group.
Bolton: The Liberal Democrats, Farnworth and Kearsley First, UK Independence Party and Horwich and Blackrod First groups have agreed to support a Conservative administration; Labour has conceded it will not retain control.
Carlisle: The Independent and smaller party councillors are not willing to agree coalitions, and control of the council may not be clear until the AGM on 20 May.
Cheshire West and Chester: Labour are expected to continue to run the council as a minority administration.
Colchester: The Progressive Alliance coalition, involving the Liberal Democrats, Labour and Highwoods Group of Independents and which has been in place for several years, will continue to run the council.
Craven: As Stephen Place (Sutton-in-Craven ward) is an Independent aligned to the Conservative Group, Conservative control will continue.
Folkestone and Hythe: The Conservatives have agreed a deal with the UK Independence Party group and Independent councillor David Wimble. It is not yet certain whether they will be given executive posts.
North Somerset: The Independent, Liberal Democrat, Labour and Green Party groups have agreed a coalition deal, under which Independent councillor Donald Davies will become the council leader and all groups will share executive posts.
Pendle: The Labour and Liberal Democrats are talking to discover if they can recreate a coalition deal which was agreed in 2017.
Thurrock: The Thurrock Independents have ruled out any form of coalition, but called for a return to the committee system which would probably mean an all-party administration.
Wyre Forest: A Progressive Alliance has been formed by the Independent Community and Health Concern, Independent, Liberal Democrat, Labour and Green Party groups. Health Concern’s Graham Ballinger will be council leader.
