- Lincolnshire county council: Byelection on 13 October in Sleaford West and Leasingham division after the death of the Deputy Leader of the council, Barry Singleton, who was a Conservative councillor. Term ends 2013.
- Mansfield district council: Byelection on 20 October in Park Hall ward after the death of Labour councillor Dorothy Beastall just a day after she was re-elected. Term ends 2015.
- Melton borough council: Vacancy in Frisby on the Wreake ward after the death of Conservative councillor Nigel Angrave. Term ends 2015.

- Liverpool city council: Lynnie Hinnigan, who was elected for the Liberal Democrats in Mossley Hill ward, used the platform of the Labour Party conference in Liverpool to announce that she had joined the Labour Party. She was known as Lynnie Williams before her recent marriage.
- Salford city council: Byelection on 20 October in Eccles ward after the death of Labour councillor John Cullen. Term ends 2014. Salford city council has received a valid petition for a Mayoral referendum and will therefore hold a referendum on whether to introduce a directly-elected Mayor.
