- Braintree district council: Witham West ward, after the resignation “in disgust” of Conservative councillor Bill Rose. Term ends 2011.
- Bristol city council: St George West ward, after the death of John Deasy (Labour). Term ends 2011.
- Cheshire county council: Knutsford division, following the death of veteran Conservative councillor Bert Grange. Term ends June 2009.
- Cheshire East shadow unitary council: Knutsford ward, also following the death of Bert Grange. Term ends 2011.
- Haringey borough council: Alexandra ward, after the resignation of Liberal Democrat deputy leader Wayne Hoban who is moving to Worthing.
- Hillingdon borough council: West Ruislip ward, after the death of Solveig Stone of the Conservatives. Term ends 2010.
- Isle of Wight council: Mount Joy ward, after the resignation for family reasons of Melanie Swan who had been elected as a Conservative but had left the group. Term ends June 2009.
- Kent county council: Herne Bay division, after the death of John Law (Conservative). Term ends June 2009.
- Kent county council: Maidstone Rural East division, after the death of former council and Local Government Association leader Sandy Bruce-Lockhart (Conservative). Term ends June 2009.
- Lincolnshire county council: Bourne Abbey division, after the resignation of Mark Horn (Conservative). Term ends June 2009.
- Redcar and Cleveland council: Kirkleatham ward, after the death of Norman Davies (Labour). Term ends 2011.
- Rugby borough council: Avon and Swift ward, after the death of Hazel Bell (Conservative). Term ends 2010.
- Sedgefield district council: Sedgefield ward, after the death of Independent councillor Jim Wayman. Term ends May 2009.
- Southwark borough council: Rotherhithe ward, after the death of Liberal Democrat councillor Anne Yates. Term ends 2010.
- Swale borough council: Teynham and Linsted ward, after the death of Conservative councillor John Disney. Term ends 2010.
- Taunton Deane borough council: Ruishton and Creech ward, after the death of Conservative councillor Gwyneth Leighton. Term ends 2011.
- West Lindsey district council: Middle Rasen ward, after the resignation of Liberal Democrat Gary Fenwick. Term ends 2011.
There is likely also to be a vacancy on Westminster city council in Lancaster Gate ward, should Sir Simon Milton be approved as Deputy Mayor of London for Policy and Planning.
