Mayor's Executive Group 4 (the UK Independence Party councillor is also a member of the group), Independent 3. Devon coastal resort towns (Torquay, Paignton and Brixham) known as the English Riviera. Brixham has a fishing industry, but tourism is the main employer.

The Liberal Democrats held Watcombe at a byelection on 14 December. Four Conservatives left to form the Mayor's Executive Group in November 2017. The Mayor was expelled by the Conservatives in July 2017. The council will return to a Leader and Cabinet system in 2019.
