Independent 5, Progressive Liberal Group 3. Sparsely populated east Lancashire district including many Pennine villages. The main town is Clitheroe. Historically a textiles area, now more dominated by agriculture and tourism.

Mark French (Littlemoor), Stewart Fletcher (St Mary’s) and Ryan Corney (Edisford and Low Moor) moved from Liberal Democrat to form the Progressive Liberal Group in November 2023. Derek Brocklehurst (Alston and Hothersall) moved from Conservative to Labour in October 2023.
