Highland Independent 18, Highland Alliance 5, Alba Party 1. Large authority in northern Scotland, from Glencoe and Fort William north to Cape Wrath and John O'Groats. Includes city of Inverness. Tourism, fishing, and whisky industries; also includes Dounreay nuclear power station.

Inverness South has a byelection on 11 April (held by the Liberal Democrats). Karl Rosie (Thurso and Northwest Caithness) moved from Scottish National Party to Highland Independent in February 2024, to Alba Party in March 2024. Patrick Logue (Wester Ross, Strathpeffer and Lochalsh) moved from Conservative to non-aligned in October 2023, to Liberal Democrat in February 2024. The Highland Alliance group was formed in October 2023 from disparate Independent councillors. A Highland Independent gained a seat from the Liberal Democrats at a byelection in Tain and Easter Ross on 28 September.
