Putting Hartlepool First 3, Independents 2. Port and manufacturing town, originally in Durham and then in the former county of Cleveland. Famous as the town which hanged a monkey mistaken for a foreign sailor; the monkey mascot of Hartlepool FC was elected as Mayor in 2002.

Labour held Victoria ward at a byelection on 16 November. Putting Hartlepool First won a seat in Seaton ward on 19 October that was held by an Independent.
