Independents 21. The Labour and Liberal Democrat councillors sit together in a Lib/Lab group. North-west Wales, including Snowdonia; solidly Welsh-speaking, including university town of Bangor. Llais Gwynedd were formed when the Plaid Cymru council proposed school closures in rural areas.

John Pughe (Morfa Tywyn) moved from Independent to Plaid Cymru in February 2024. Plaid Cymru gained Criccieth from an Independent at a byelection on 8 February.
