Ralph Cook (Trowbridge) moved from Green Party to Liberal Democrat in March 2017. Manzoor Ahmed (Adamsdown) moved from Labour to Independent, to Liberal Democrat in February 2017. Cyncoed, Llandaff North and Llanrumney have vacant seats (held by the Liberal Democrats, Labour, and an Independent elected as Labour respectively). Plaid Cymru gained Grangetown from Labour on 3 November.
