Independent Liberal 2, Independent 1. East Lancashire mill town in the Pennines; site of the first BNP breakthrough in local elections in 2002, but they have now departed and it is now a Labour/Liberal Democrat battle.

There is a referendum on adopting a directly-elected Mayor on 4 May. Bill and Margaret Brindle (Coal Clough with Deeplay) moved from Liberal Democrat to Independent Liberal in February 2017.
