Broxtowe district council: Byelection on 19 August in Cossall and Kimberley ward after the disqualification of Conservative councillor Tony Rutherford, who failed to attend any meetings of the council in six months. Term ends May 2011.
Dacorum borough council: Byelection on 26 August in Aldbury and Wigginton ward, after the disqualification of Conservative councillor Mike Edwards who has failed to attend any meeting of the council in six months. Term ends May 2011.
Norwich city council: Byelections on 9 September in 13 separate wards. The disqualified incumbents, who may be defending their seats, are Labour councillors Jenny Lay (Crome ward), Brian Morrey (Catton ward), Mary Cannell (Lakenham ward), Linda Blakeway (Mile Cross ward), Sue Sands (Sewell ward), and James ‘Bert’ Bremner (University ward), Green Party councillors Howard Jago (Mancroft ward), Claire Stephenson (Nelson ward), Janet Bearman (Town Close ward) and Tom Llewellyn (Wensum ward), Liberal Democrats Brian Watkins (Eaton ward) and Joyce Divers (Thorpe Hamlet ward), and Conservative councillor Antony Little (Bowthorpe ward). Winners will have notional terms ending in 2014, dependent on whether planned boundary changes go ahead next year.
Kensington and Chelsea borough council: There are two vacancies, in Earls Court and Cremorne wards, after the resignations of Conservative councillors Barry Phelps and Mark Daley respectively; they are expected to be held on 16 September. All terms end in 2014.
Waltham Forest borough council: The court-ordered recount in High Street ward, where it is suspected that an additional thousand votes were given to Labour candidates, took place this week. The result will be reported to the court in early September.
Gateshead borough council: Vacancy in Lobley Hill and Bensham ward after the death of Labour councillor and former Mayor Frank Donovan. Term ends May 2011.
Redcar and Cleveland council: Byelection on 26 August in Brotton ward after the resignation of Labour councillor Peter Scott. Term ends May 2011.
North West
Allerdale district council: Byelection on 19 August in Christchurch ward after the disqualification of Conservative councillor Les Lytollis who has not attended any meetings in six months. Term ends 2011.
Carlisle city council: Vacancy in Stanwix Urban ward after the resignation of Conservative councillor John Stevenson, now MP for Carlisle. Term ends 2012.
Cumbria county council: Byelection on 9 September in Aspatria and Wharrels division due to the death of Council leader Jim Buchanan, also a Conservative. Term ends 2013.
Fylde borough council: Byelection on 9 September in Kilnhouse ward after the death of former Mayor and Conservative councillor John Prestwich. Term ends May 2011.
Lancaster city council: Vacancy in Harbour ward after the death of Morecambe Bay Independent councillor John Barnes. Term ends May 2011.
Liverpool city council: Vacancy in Croxteth ward, after the death of Labour councillor and Deputy Lord Mayor Rose Bailey. There is expected to be a double vacancy election due to the impending resignation of Liberal Democrat councillor Phil Moffatt who is moving to Northern Ireland. Terms end 2011 and 2012.
Preston city council: Vacancy in Cadley ward after the resignation of Liberal Democrat councillor Mike Onyon. Term ends 2012.
Tameside borough council: Vacancy in Longdendale ward after the death of Labour councillor Roy Oldham, who was leader of the council for 30 years. Term ends 2014.
West Lancashire borough council: There are two byelections on 2 September, both caused by the deaths of Labour councillors. Doreen Saxon of Skelmersdale South ward died on 28 March, and former Labour group leader Terry Rice of Upholland ward died on 2 June. Both terms end in May 2011.
South East
Medway council: Byelection on 12 August in River ward after the resignation of Labour councillor Bill Esterson, now MP for Sefton Central. Term ends May 2011.
Rushmoor borough council: Vacancy in Wellington ward after the resignation of Conservative councillor Francis Williams. Term ends 2011.
South Buckinghamshire district council: Byelection on 26 August in Burnham Church ward after the resignation of Conservative councillor Nicholas Binns. Term ends 2011.
West Sussex county council: Vacancy in Maidenbower division after the resignation of former council leader Henry Smith, who is now MP for Crawley. Term ends 2013.
South West
Cornwall council: Neil Plummer, who was elected as an Independent candidate in Stithians division, has joined the Mebyon Kernow group. Meanwhile Bill Jenkin, who was elected as a Conservative in Camborne North division, has had the whip removed and now sits as a non-aligned councillor.
Exeter city council: There will be byelections for 13 seats on 9 September. Twelve were vacated when the High Court quashed an order extending councillors’ terms. The incumbents, who may stand for re-election, are Liberal Democrats Stella Brock (St. David’s ward) and Ben Noble (Duryard ward), and Paul Smith (Alphington ward), Labour councillors Pete Edwards (Whipton Barton ward and group leader), Ian Martin (Mincinglake ward), Lesley Robson (Priory ward) and John Shepherd (Newtown ward), Conservatives Yolonda Henson (Polsloe ward and group leader), Margaret Baldwin (Cowick ward), and Ruth Smith (Pinhoe ward), plus Independent ex-Labour councillor Connel Boyle (Exwick ward) and Liberal councillor Chris Gale (Heavitree ward). The winners of the byelection will have notional terms ending in 2014, dependent on whether planned boundary changes go ahead next year. There will also be a byelection in Topsham ward, after the resignation of Conservative councillor Mark Starling; the term there will end in 2012.
Stoke-on-Trent city council: The latest turn in the seemingly never-ending game of musical chairs with Stoke’s political groups is the formation of the new ‘Community Voice’ group as a merger between the previous Potteries Alliance and Non-Aligned groups. The new group will have five councillors: Leader Mick Salih (Norton and Bradeley ward), deputy Leader Pauline Joynson (Stoke and Trent Vale ward), other members Michael Barnes (Longton South ward), Janine Bridges (Chell and Packmoor ward), and Peter Kent-Baguley (Chell and Packmoor ward). The composition of Stoke is now Labour 26, City Independents 9, Conservative and Independent Alliance 8, British National Party 5, Community Voice 5, Liberal Democrats 4, Libertarian Party 1, Non-aligned Christian Independent 1, Non-aligned 1.
Sheffield city council: Byelection on 26 August in Woodhouse ward after the death of Labour councillor Marjorie Barker. Term ends 2012. There is also a vacancy in Manor Castle ward after the death of Labour councillor and former council leader Jan Wilson. The term ends in 2014.
Wales
Gwynedd county council: There are two vacancies. That in Seiont ward arises from the death of Independent councillor Bob Anderson. That in Bowydd and Rhiw ward arises from the resignation of Llais Gwynedd councillor Dafydd Hughes. Both terms end in 2012.
Edinburgh city council: Byelection on 9 September in Liberton and Gilmerton ward after the resignation of Labour councillor Ian Murray, now MP for Edinburgh South. Term ends 2012.
Inverclyde council: George White, who was elected as a Liberal Democrat councillor in Gourock ward, has left the party and joined the Liberal Party after he was refused the opportunity to seek the Liberal Democrat nomination in Argyll and Bute for the next Scottish Parliament elections.
